Plot and story line information for Blackout

Following a series of vicious rapes in the area, a detective links these crimes to the same man who murdered his family many years ago & subsequently disappeared after which a series of rapes that plagued the area at that time also stopped. When an anonymous tip arrives at his desk suggesting that the new husband / father of a loving wife & kids (who has no memory of his former life following a horrible accident that disfigured his face & blocked out former memories, with the former being restructured) may be the culprit he thinks he may have found his man.

But when the vicious rapes & even threatening phone calls to the suspects wife continue even after the suspect is under constant watch he wonders, did this man really do all those horrible things or is the anonymous tipster really the one he's looking for?
